The World’s First Hydropower Floating LNG

  • Project Overview

As the world’s first benchmark floating liquefied natural gas (FLNG) project powered by hydropower, Canada’s Cedar LNG Project is leading a new direction in low-carbon energy development. Located on the coast of British Columbia, the project is positioned as a small-to-medium-sized low-carbon LNG export project, jointly developed by the Haisla Nation (50.1% equity) and Canadian energy company Pembina Pipeline (49.9% equity), with a total investment of approximately 4 billion US dollars (equivalent to 5.3 billion Canadian dollars). Relying on its technical accumulation and project execution capabilities in the field of explosion-proof electrical systems, Warom successfully won the core bid for low-voltage explosion-proof equipment and indoor switchboards in the electrical systems of the FLNG Topside and Hull side of the project through a system integrator. The total contract value reached several million US dollars, making Warom a key supplier of the project’s electrical systems.

  • Customer background and challenges

The owner of the Cedar LNG Project is a local Canadian enterprise, and the EPC general contractors are leading industry enterprises from the United States and South Korea respectively. When Warom participated in the project bidding, it coincided with a critical period of escalating China-US trade disputes. Chinese suppliers faced strict market access barriers, and the project owner and EPC team had doubts about the product performance and delivery capabilities of Chinese manufacturers.

To break market prejudices, the Warom project team took the initiative and invited the core EPC team of the project to conduct on-site factory audits at Warom’s production base twice. The team intuitively demonstrated Warom’s core strength by fully showcasing the standardized production line, strict quality control system, rich international project execution cases, and customized technical solutions for LNG marine scenarios. After multiple rounds of technical defense and commercial negotiations, Warom finally successfully obtained the project bidding qualification and stood out in the fierce competition with its high-quality products and professional service solutions.

  • Our Solution

As a high-standard marine project, Cedar LNG imposes multiple stringent requirements on the specifications, classification society certification, and project management of electrical systems. The Warom team accurately addressed these challenges through three major initiatives:

  1. Global Procurement + Domestic Assembly to Meet Universal Specification Requirements
    The project clearly requires electrical components to adopt global universal standards and rejects models exclusively supplied for the Chinese market (such as the specified Schneider IC65 circuit breaker). Warom fully mobilized its global supply chain network and set up a special procurement team to conduct multi-channel price inquiries and comparisons from Europe, Singapore, Hong Kong (China) and other regions, and finally selected the procurement plan with the best cost performance. This project marked the first time Warom innovated the model of global procurement of large quantities of components for large projects, domestic integrated assembly, and re-export of finished products, accumulating valuable experience for Warom’s international project operations.
  2. Multilingual and Cross-Time Zone Collaboration to Ensure Efficient Information Flow
    The project client team adopted a global procurement model, with core members responsible for technology, procurement, and expediting coming from multiple countries and regions including Europe, India, Southeast Asia, and Australia. Online meeting communications faced challenges such as language differences, overlapping time zones, and long information transmission links. Relying on rich international project management experience, the Warom project team established a “time zone relay” working mechanism, assigned special personnel to be responsible for docking and communication in different time zones, and equipped with a professional technical translation team to ensure zero-error transmission of key information such as technical parameters and delivery nodes, effectively resolving cross-border collaboration obstacles.
  3. Tackling DNV Classification Certification to Match High Standards of Marine Projects
    FLNG is a marine floating device, and the project execution must strictly comply with the DNV OSD201 classification rules. Due to the team’s lack of experience in the detailed requirements of these rules initially, Warom linked up with professionals from authoritative classification societies in the bidding stage, thoroughly studied the rule specifications, and integrated classification standards into the entire process of product design, manufacturing, and testing. Finally, all products delivered by Warom passed the DNV classification certification at one time, achieving the dual goals of high-quality production and high-standard acceptance.

 

  • Implementation Process &Timeline

Warom officially won the project in August 2024. Due to the global dispersion of the client team, the technical docking and parameter confirmation took several months to finalize. Production of the products officially started in early 2025. To precisely match the construction schedule of the FLNG module manufacturer, Warom adopted a flexible delivery strategy of batch production, batch inspection, and batch delivery, maintaining real-time progress synchronization with the EPC general contractor and module manufacturer throughout the process to ensure seamless connection between the product arrival time and on-site installation nodes. In 2025, Warom successfully completed the delivery of all bid sections, providing a solid guarantee for the overall progress of the Cedar LNG Project.

Market Level: Through the successful execution of the Cedar LNG Project, Warom’s foreign trade team has accumulated experience in operating high-end North American energy projects, greatly enhanced brand awareness in the North American LNG and marine fields, and laid a solid foundation for entering core North American markets such as the United States.
    2. Technical and Experience Accumulation: Marine projects have much higher requirements for product corrosion resistance, vibration resistance, explosion-proof rating, etc. than onshore projects, and have special specifications for installation adaptability. Through this project practice, Warom’s design team has thoroughly mastered the design key points and installation standards of marine explosion-proof electrical products, laying a solid technical foundation for the company to expand marine equipment supporting business.
