Project Overview

The project owner is Oman Tank Terminal Company (OTTCO), formed in Jan 2013, is responsible for building and operation a new grassroots crude oil storage terminal at Ras Markaz. Project name is RAS MARKAZ CRUDE OIL PARK PROJECT, the long-term target of storage of this project is 200 million barrels of crude oil.

Customer background and challenges

The contractor for this project is China Petroleum Pipeline Engineering Co., Ltd. Oman Branch, with the project site located in Oman. During the installation and commissioning phase, testing revealed an operational failure in the 20-meter high-mast light lifting system, along with the inability of the lamp tray to disengage properly. Several online meetings and remote guidance sessions failed to resolve the issue. There is an urgent on-site need to complete the installation to ensure adequate site lighting.

Our Solution

Solution: Aftersales engineers will be dispatched from the Middle East branch to Oman to assist with on-site installation and commissioning.

Implementation Process &Timeline

In early March 2023, the customer reported that two sets of high-mast lights experienced issues during commissioning and could not be disengaged.

From early March to March 14th, online remote guidance and adjustments were provided, but the results were unsatisfactory.

On March 15, it was decided to deploy an engineer from Dubai to the site in Oman. Concurrently, based on photos provided from the site, the required spare parts and tools were analyzed and airlifted to Oman via DHL.

On March 16, the on-site service engineer was selected, and the visa was processed with the assistance of CPP.

Our technical manager arrived at the site on March 20. From March 21 to 23, he participated in on-site commissioning guidance and simultaneously conducted debugging of the emergency controllers for the street lights.

Achievements and Data Demonstration

The issue was successfully resolved on the 23rd.

Customer Feedback

Following on-site guidance and commissioning, the luminaires are now operating normally. Additionally, the solution for the emergency controller tripping issue was validated and deemed effective. The customer expressed their recognition of our work.

Experiences Summary & Insights

The increasing number of international projects means that when issues arise during on-site installation and commissioning phases, and remote guidance proves ineffective, proactive measures must be taken. This includes fully leveraging the resources of global branches, considering dispatching engineers from the nearest location for on-site service and guidance, addressing customer emergencies with urgency, and resolving problems promptly.
